Full performance level in the building inspection occupation requiring considerable knowledge of construction and electrical installation methods, and associated regulatory requirements; under direction, conducts inspections of construction projects for compliance with applicable building and electrical codes.

Summary of Job Duties

-   Building and Electrical Inspector: Pay Grade 62 - $28.14;

A candidate with dual Building Inspector(BI) and Residential Inspector(RBI) or Residential Building Official(RBO), and Electrical Safety Inspector(ESI) certifications.

Conducts on-site inspections of residential and commercial/industrial structures to verify compliance with applicable codes; checks structural & safety elements including concrete work, framing, structural supports, heating and ventilation systems, and electrical installations; conducts visual inspection of gas piping systems, materials, verifies pressure testing of gas piping systems through the use of meters, recorders or other approved devices; in residential and commercial/industrial buildings ensures compliance with applicable codes; documents all discrepancies found during inspections.

Advises contractors and property owners regarding reasons for non-conformance of construction and electrical installations, certifies conforming completed jobs to public utility, records actions taken on associated permits; answers questions from contractors & general public regarding construction and electrical requirements; investigates complaints involving code violations; attends various seminars to keep up-to-date on developments in the building code area.

Compares construction to plans to determine if work is in accordance with approved plans; maintains active work files for assigned territory; assesses inspection requests for coordination purposes (internal/external customers); optimizes daily inspection routes.


-   Electrical Safety Inspector: Pay Grade 60 - $26.82;

A candidate with an Electrical Safety Inspector(ESI) certification.

Using approved plans, reviews RISER diagrams of buildings to determine if design engineer or electrical contractor has provided accurate and adequate information to complete approved wiring installations.

At inspection sites, performs rough, pre-heat and final electrical safety inspections on buildings and other types of structural wiring to determine adequacy and safety of installations. Documents all discrepancies found during inspection, maintains log of time spent at each inspection site.

Advises builders, contractors and homeowners regarding reasons for non-conformance of electrical installations; certifies conforming completed jobs to public utility, records actions taken on associated permits. Provides answers to questions from builders, contractors, and the general public regarding electrical requirements; investigates complaints involving violations of electrical safety requirements; attends meetings of trade groups to review code revisions and related matters.


-   Building Safety Inspector: Pay Grade 58 - $25.59;

A candidate with a Building Inspector(BI) certification and Residential Inspector(RBI) and/or

Residential Building Official(RBO). 


Performs inspections at new construction sites using approved plans to verify compliance with applicable building codes for residential and commercial/industrial buildings. Checks structural and safety elements including footings and all subsequent concrete work, framing and all weight bearing members, fire walls, stairways and exits, window and door sizes, adequate lighting, flashing and spouting, heating and ventilation systems, retaining walls and swimming pool installation; documents all discrepancies found during inspection. Conducts visual inspections of gas piping systems and materials in residential and commercial/industrial buildings; verifies pressure testing of gas piping systems through the use of meters, recorders or other approved devices; ensures compliance with applicable codes and any special requirements dictated by the local utility company.

Meets with architects, builders, contractors, homeowners, attorneys, fire marshalls and local zoning officials regarding reasons for non-conformance of construction to applicable codes, and to formulate adequate and feasible corrective measures. Prepares reports itemizing non-conforming conditions and recommendation for corrective measures or issuance of citations/stop-work orders.

Indicates inspection actions taken on corresponding permits, maintains daily log and provides weekly reports of permits in process and finalized. Answers questions from builders, contractors and the general public regarding building code requirements for construction projects. Attends various seminars to keep up-to-date on developments in the building code area.

Minimum Class Qualifications

-   Building and Electrical Inspector: Pay Grade 62 - $28.14; Must possess High School diploma or GED. Must currently possess Building Inspector (BI) and Residential Building Official (RBO) or Residential Building Inspector (RBI) and Electrical Safety Inspector (ESI) as issued by the Ohio Board of Building Standards -OR- have the eligibility to obtain an BI and RBO or RBI and ESI Certification issued by the state of Ohio Board of Building Standards within one (1) year of hire date. Must possess and maintain a valid state of Ohio driver’s license with acceptable driving record.


-   Electrical Safety Inspector: Pay Grade 60 - $26.82; Must possess High School diploma or GED .Must currently possess an Electrical Safety Inspector (ESI) certification as issued by the State of Ohio Board of Building Standards –OR- have the ability to obtain an ESI certification as issued by the State of Ohio Board of Building Standards within one (1) year of hire date. Must possess and maintain a valid state of Ohio driver’s license with acceptable driving record.


-   Building Safety Inspector: Pay Grade 58 - $25.59; Must possess High School diploma or GED. Must currently possess Building Inspector (BI) and Residential Building Inspector (RBI) or Residential Building Official (RBO) certifications as issued by the Ohio Board of Building Standards –OR- ability to obtain the BI and RBI or RBO certifications as issued by the Ohio Board of Building Standards within one(1) year of hire date. Must possess and maintain a valid state of Ohio driver’s license with acceptable driving record.

Training & Development

Must maintain valid Ohio driver's license. Must maintain Ohio Board of Building Standards certifications. Must obtain full Ohio state certification(s) within 2 years of hire.
